Nothing about the starter!!

Because these two codes effect the camshaft timing then the C0292 code relates to timing problems, it will go away after the solenoids are replaced.

So your mechanic says replace the starter but based on what ? There is no code that says a starter is "bad".
As we tried to tell you above, the P0013,14 codes relate to the camshaft solenoids. The members on here have 1st hand knowledge and experience with these codes and the fix. Not sure why you can't seem to acknowledge this. Did you read the links posted ?

Personally I'd find a different mechanic. If they think throwing a starter on there will fix those codes, they're in for a surprise.

Good! You really don't need one, just a few simple tools will do. Even with no automotive experience!
Just follow the directions or maybe you have a guy in your area, a friend or relative with a little car knowledge.

Just BE CAREFUL when pulling the solenoids out. They can give resistance. I did mine nearly three years ago and they have been fine since. I did something right . I did accidentally break one of the plug retaining clips though but its been fine. You have to make sure to remove the clips before unplugging the connector.
