There should be an ACC pin that is unused in the fusebox. It only comes on with ignition.
Run the positive side of the power connector to that and the negative could go anywhere that a healthy ground can be obtained. I would use a fuseable link to be safe.

Nope, you can't do it in a panel.
Seriously, I hard wired my first one over 5 years ago. At my age do you expect me to remember how I did it??
I think that the power was picked up at the console fuse point. Let me check in a bit and maybe get back with more precise info.

Not going to go into other items wired, but I've got the V1, boost gauge, wideband, meth pump and heat exchanger pump added in various places, but I'm pretty sure the original tap was done for the V1.
BTW, mine is an '06. Things may have changed.
