Don't over think. How would the sleeve wear out? The metal is much harder than the rubber seal that it rubs on.

Go ahead and do it if you want to, but I see no reason to. I might replace the circlip, depends on my mood at the time (I never have).

I've not had a problem with the stub shaft, I have just replaced the seal, with no issues.

are they any part # for thee parts? looks like I need Sleve and seal on right side stub shaft!

It took a few minutes, but here:
hhr output shaft seal | eBay

Did you break the plastic inner part of the bushing when you replaced the shaft?
