Interesting, Mike. I'm fairly surprised by this.
Currently, I don't subscribe to On-Star. This might make me re-think that decision. (It would be nice if they could somehow link the Sirius XM and On-star billing together......BUNDLE IT - Cable TV / Internet providers do it)

That would be nice to bundle it but I think it would be next to impossible, at this point.
OnStar is a division/group of GM (phone use is through an agreement with Verison). XM is a separate entity owned by others. And completely different systems and different methods of communication. Kind of like, partially using your example, using Verizon and Dish Network.
But never say never. The feds allowed XM and Sirrius to merge creating a monopoly.
That would be nice to bundle it but I think it would be next to impossible, at this point.

I had an onstar on my impala, no suscription, and when it was stolen, they "couldnt find the vehicle". Onstar are jerks who only want money and not for the greater good. If they would have wanted to help to find my impala, I would suscribe. But for now, Since I dont drive without other idiots on the road :P I know someone will call in my accedent if I have one.

You had NO SUBSCRIPTION and you asked them to provide a service to you? Un-Fricking believable. Why do you think you could/should get a free service?
That would be like having a car out of warranty, by 30,000-40,000 miles, blowing the engine and DEMANDING the dealer to replace the engine for free.
Oh wait....some people have done that.
And I do know of one instance, here in the Phx. area, where a none subscriber had his car tracked by OnStar. But this was at the request of the local police.
