Hmmm. Unless I'm reading it wrong, my owners manual says it is OK to dolly tow.
This from the manual:
Use the following procedure to dolly tow the vehicle from the front with two wheels on the ground: 1. Put the front wheels on a dolly. 2. Move the shift lever to P (Park). 3. Set the parking brake and then remove the key. 4. Clamp the steering wheel in a straight-ahead position with a clamping device designed for towing. 5. Secure the vehicle to the dolly. 6. Release the parking brake.

towed. See “Dinghy Towing” earlier in this section.
Notice: Dolly towing your vehicle may cause
damage because of reduced ground clearance.
Always tow your vehicle using the dinghy towing
procedure listed in this section or put your vehicle
on a flatbed truck.

Since the HHR is a FWD car and the rear wheels just spin, there is nothing in the world to keep you from using a dolly. In fact, if you don't want to install a towing package on the front of your car, it is the only way short of a flatbed.
I would love to know the owner's manual author's reason for writing that. It makes zero logical sense.

It seems the General can't make up its mind. Some manuals read like that, some like this.
