Have you scanned through this section? Some people are parting out cars.

Have you thought of eBay?

Or, your local salvage yard.

I would compare the eBay price with one of the online GM sites.
gmpartsgiant.com; BUMPER & COMPONENTS - FRONT for 2008 Chevrolet HHR | GMPartsOutlet.net + shipping

gmpartsoutlet.net
for starters, there are many others.

I literally just installed an SS bumper cover yesterday. Bought mine on eBay for $289. Also bought, on eBay, the lower shield and deflector (about $60 each), the left and right fog-light bezels ($39 each, think I could have gotten them cheaper); fog lights (pair for $42), and the lower bumper-grille assembly ($38). I painted the cover with four or five coats of Dupli-Color Perfect Match Olympic White (make sure to spray it first with adhesion promoter) and then three or four coats of Dupli-Color Perfect Match Clear. I should have used more clear, but the color match was pretty darn perfect, and this is just temporary until I get the whole car painted, anyway. FYI, if you have a regular LT bumper (which I did), the amber side markers pop right out of the LT bumper and right into the SS bumper...
