At the top left of any page hover your mouse pointer over "Forums" a dropdown will appear with several areas most of which have sub areas when you hover over them.
When you click on any of them you will be presented with a description of what should be posted in that section.

Well the description for "the lounge" forum reads something like; this is the area to post off topic and not safe for work items.
Sort of matches the description of non HHR related things like this one, dontcha think?
Try moving the mouse pointer around the menu bar. Most items that are highlighted are actually links to other items. Exploration is good for you.
