I had the same problem a few months ago and ChevyMgr said its not covered. I believe the only emissions stuff covered is the catalytic converter and the PCM.
There is also a service bulletin on the P0449 code. Apparently a pin in the underhood fuse box can push out and kill the +5V to the valve, setting the code.
In my case, I unplugged the connector at the valve and the re-connected it and all is fine now.
The vent valve is on the evap canister under the car by the rear axle, between the spare tire well and the gas tank.
If you do need to replace the valve, it comes off easily.
Here is alink to the thread where the service bulletin is posted:

I believe that emissions warranty is as follows: Under the California Emissions Warranty, all emissions related parts are covered for 3 years or 50,000 miles, and a vehicle-specific list of more expensive emissions related parts is covered for 7 years or 70,000 miles. In addition, the 8 year or 80,000 mile coverage for the catalytic converter and engine control unit required by Federal law
also applies. So it appears you are out of luck. Of course newer cars with the 100,000 mile warranties are covered for any type of failure.
