Pending means it only happened once this drive cycle, no CEL set. If it happens twice it becomes "proven" and sets a CEL.
Different codes have different parameters for setting a CEL, I'm pretty sure that's correct for this one.
Faults like p0420 that can damage the cat only take once.

Just wanted to say thank you for all of your help. I swamped out the exhaust solenoid before the weekend and just drove about 1200 miles without a single issue. It appears to be resolved. Thanks so much for your help

Wow see I'm not the only one... I've read thru the 13 pages. Have yet to confirm what causes this.
My wifes 07 2.4 started doing this and threw a code for p0014 and p0016. I replaced the camshaft actuator solenoid but yet it still continues to do this. I don't want to go throwing hundreds of dollars out on sensors. The thing shifts brutally hard and idles oddly like it has a cam.
any advice? could it be the intake solenoid? or actual cam sensor?

A P0014 DTC trouble code may be caused by one or more of the following: Incorrect camshaft timing Wiring problems (harness/wiring) in intake timing control valve control solenoid system Continuous oil flow to VCT piston chamber Failed timing valve control solenoid (stuck open)

Mine started the traction control light, hard shifting, then CEL on later thing again. Last time I took care of it by removing and cleaning the throttle body, so I did it again and no dice. Didn't fix it. I finally found my OBD2 cable and hooked my laptop to it, and multiple P0014 codes from over the past week came up, and another was pending. I went and bought the exhaust solenoid, and figured while I was at it I'd also do the intake solenoid. CEL is still on because I didn't clear it, but the traction control light went off.
I do want to know why the 2006 HHR sets the traction control light and does the hard shifting thing when there is a pending fault. It makes no sense to me.

Because that's the way Chevy did things. After you replaced the solenoid you needed to clear clear the CEL - best and easiest way is to disconnect the NEGATIVE post at the battery under the rear floor for 2-5 minutes. If you had cleared it, the hard shifting, traction control light and the CEL all would have gone out/away.

The hard shifting and traction control light went away. I normally would use my laptop to clear the check engine light, but since the issue is fixed now I will let it simply clear through key cycles. It should go away some time today, but if not I'll clear it at home.
