If the button pushes down but does not open the lid try to insert a thin flatblade screwdriver or pocket knife blade in the front of the gap between the lid and the dash...lift and push button at the same time. Sounds like the spring that pops the door open may be broken.
If the button does not push down when you are trying to open lid something may have jammed the button and you might try tapping on button or lid and see if that frees it but in this case I have no other suggestions. Perhaps someone else has a solution.

yea my hhr had that recall and i stuck on that plastic piece they sent me.the hook thing might work.iv tried to pry it with everything and it wont open so maybe i can get something around the latch and pull it.i just saw a hhr at the junkyard and its kinda rare around me to find one there so i might try to get there and take the door off that one also just in case.thanks for the help

Mine did it also, then the lock broke. I had the screws strip that hold the latch mechnism to the cover. I drilled it out and put in 4-40 black button allen head screws with nuts to fix the issue.
Push down on the cover - in the center, you will see the gap in the front close. While pushing down - depress the button and pull up. It will open. (this is the beginning of the end for the screws holding the lock to the cover)

The mounting tabs for the latch broke on mine. Latch was fine. I ended us drillin git out and installed 2 bowtie license plate bolts. Looks better, and should last the life of the car.
I also had the recalled "brace" installed. I have now taken it back out. It interferred with the new bolts I installed. I have always wondered if it caused too much pressure on the mounts.
