The following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in this PI.

Condition/Concern:
On any vehicle equipped with OnStar® (UE1) & Bluetooth® (UPF), an EMC buzz can be heard from the land-line side only of the phone during a Bluetooth® phone call made with an older model GSM phone. The buzz is only heard with older model GSM phones and is dependent on the distance of the phone from the microphone. The newer 3G GSM phones or other cellular phones (CDMA, TDMA, etc) have not shown this concern.

Recommendation/Instructions:
A new microphone has been developed to address to the EMC buzz from GSM phones. Replace the microphone with p/n 20951265

A service bulletin for this concern will be released in the near future.

Condition
Some customers may comment on an intermittent MIL/SES light Illuminated with a message center or an indicator that displays Reduced Engine Power. DTC P2138 - Accelerator Pedal Position (APP) Sensor 1-2 Correlation may be set. The voltage difference between APP sensor 1 and APP sensor 2 exceeds a predetermined value for more than a brief period. Refer to DTC P2138 in SI for further diagnostics.

Cause
On some vehicles, the IP to body harness connector, which carries the APP signal to the ECM/PCM, is located in the left hand kick panel area or inside the IP. Water intrusion into these areas could cause an electrical short in the APP circuits setting a P2138 code.

Correction
Note: Make sure that no add-on/aftermarket equipment is electrically connected to the APP signals or to the other ECM/PCM five volt reference or return lines. These can generate false P2138 and/or other ETC System DTCs. If there are other engine DTCs besides P2138, such as MAP sensor faults (i.e. P0107, P0108), resolve these first before attempting to diagnose P2138 DTCs.

Important: Refer to DTC P2138 in SI to confirm that the ETC pedal is operating correctly.

Locate the IP to body harness connector, which may be located in and around the left hand kick panel area or inside the IP. Check to see if there is a water leak into the area and repair as necessary. Use a water hose to determine the source of a water leak and effectiveness of repair. Some examples of potential water leaks are: A-pillar seals, sunroof drain lines (if so equipped) and windshield/cowl sealing. Finally, repair or replace the IP to body harness connector, making sure no corrosion or debris is left on or between the terminals.

Dealers should be aware that when certain electronic devices (computers, MP3 players, cell phones, Tech 2®, etc.) are placed on the front passenger seat, the front passenger airbag indicator may illuminate. The seat belt reminder light/chime may also be activated. This is due to the fact that some electronic devices placed on the front passenger seat may interfere with the electric field generated by the PPS system, causing it to enable (turn ON) the passenger airbag and turn on the safety belt reminder light and chime - even though the seat is not occupied. The electronic device does not necessarily need to be turned on to cause this condition. DTCs 5045, B0081 0F, B0074 0F or B101D may set depending on the vehicle. If you remove the electronic device from the front passenger seat, the DTC will go into history. If this happens, clear all SDM and PPS DTCs. If the DTC is still current, follow the service procedure in SI for that DTC. If the DTCs do not return, no repair is needed (do not replace any parts for this condition).

Note: Never rest the Tech 2® on the passenger front seat or touch the passenger front seat while the Tech 2® is in contact with your body. This will cause the SIR lamp to illuminate while holding the Tech 2® because your body can transfer the electronic "noise" from the Tech 2® to the sensor mat in the passenger front seat.

Please advise the customer to avoid placing the electronic device in the front passenger seat in the future.

Condition
Some customers may comment that the key fobs are inoperative or that the TPM system is showing dashes as the reading for all four tires.

Technicians may find DTCs C0775, C0569 and B3105 set simultaneously in the RCDLR module.

In addition, the technicians may find Tire Pressure Monitoring sensors are unable to be programmed to the vehicle by adding or releasing pressure to the tire while the vehicles in the TPM learn mode.

Cause
These conditions may be caused by the following:

• The RCDLR may lose its transmitter and tire pressure monitoring data from its memory if a low voltage condition occurs on the vehicle.

• The ability for TPM learning by adding or releasing pressure to the tire has been disabled in the RCDLR.

Correction
Reprogram the RCDLR with an updated software calibration to address both issues listed above. This new service calibration is available on TIS2WEB using Service Programming System (SPS). As always, make sure your Tech 2® is updated with the latest software.

Important: If the Tech 2® could not establish communication with the RCDLR AND the programming event ended with error, attempt to reprogram in Service Programming System (SPS) by selecting "Remote Control Door Lock Receiver (TSB 08-03-16-001) with E4399 error -- Pass Thru Only".

Once the RCDLR module has been reflashed with the latest software and calibrations, the following may also be necessary:

• Relearn all keyless entry transmitters.

• Reconfigure the tire pressure placards and the tire type.

• Relearn the tire pressure sensors.

Refer to SI for the procedures to relearn transmitters, placard and tire type configuration and tire pressure sensor learn.

The purpose of this warranty administration bulletin is to provide retail and wholesale service personnel with the policies/procedures and the warranty claims submission procedures that support the suspicion of tampering to a vehicle's electrical, chassis/body or propulsion system.

Labor Operation Z1111 - Suspected Tampering
Effective January 1, 2009 a new labor operation Z1111, Documentation of Vehicle Tampering or Non-GM Vehicle Modifications can be used to reimburse the dealership for the time used to identify and document customer concerns that the dealership has determined are the result of tampering or non-GM vehicle modifications to a vehicle.

Tampering is defined as causing intentional damage to a vehicle and is not covered under the terms of the GM New Vehicle Limited Warranty.

Tampering can include, but is not limited to:

• inducing an electrical components and/or system failures

• disconnecting wires or connectors

• intentional contamination of fluids

Non-GM vehicle modifications include, but are not limited to:

• installation of non-GM accessories

• installation of suspension lowering or lift kits

• installation of aftermarket tires and/or wheels

• installation of "power-up chip" and/or non-GM control module calibrations.

The new Z1111 labor operation is to be used to reimburse the dealership for identifying and documenting tampering or non-GM vehicle modifications. If tampering and/or non-GM vehicle modifications are suspected as the root cause for a customer's concerns, please follow the guidelines below:

• When the Z1111 labor operation is used, thoroughly document the repair order to support the use of the Z1111 labor operation. All straight time must be documented and verified.

• The Z1111 labor operation can be used independently.

• The repair order must be accurately documented with the facts supporting the condition, including photographs or other documentation as appropriate.

• Notify the District Service Manager (DVM) of the situation.

If the dealership management decides, in the interest of customer satisfaction, to perform repairs related to tampering or non-GM vehicle modifications, the repair order must clearly document that the work performed is not being done to correct a warrantable defect in material or workmanship.

Claims should be submitted using the appropriate labor operation and the dealer must use failure code 98 (Customer Satisfaction) or the Customer Satisfaction box in Global Warranty Management.

If additional time and/or parts are to be charged to GM, use the appropriate labor operation as if it were a defect in material or workmanship. When submitting such a claim, failure code 98 (Customer Satisfaction) must be used. All documentation must clearly indicate that these are not repairs performed under the terms of the New Vehicle Warranty.

Service management must be involved in any situation that would justify the use of labor operation Z1111 and all claims will have to be "H" routed to the District Service Manager for approval.

With the proper documentation, and with the assistance of your Zone Team members, it may be appropriate to initiate the Warranty Block procedures outlined in the GM Service Policy & Procedures Manual, section 1.4.14 (Voided Warranties and Branded Titles).

Condition
Some customers may comment that when they connect their Generation 2 iTouch device to the vehicle radio, they will not communicate.

Cause
This condition may be caused by a change in the communication protocol between the radio and the device.

Correction
Important: If the customer is experiencing this concern with a Generation 1 iTouch device, then the device needs the latest firmware installed. Instruct the customer to upgrade their device at the iTunes website.

Confirm that the customer has the Generation 2 iTouch device by verifying the model number of the device before replacing the radio.
A radio with revised software has been released to address this condition. Technicians are to remove and replace the radio if this condition is present. Refer to Radio Replacement in SI.
Parts Information

The following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in this PI.

Condition/Concern:
A customer might complain that their power steering system is in "Default mode" and/or their Steering Wheel Radio Controls are inoperative. A condition has been identified through TAC cases where a common area for a wiring Short To Ground (STG) exists that could cause the EPS/STR Wheel control fuse to open.

Recommendation/Instructions:
There are two known locations where a short to ground is possible

First check for a short to ground in circuit # 1539 (PNK) wire behind the radio. This circuit has reportedly been shorted on the radio mounting bracket, and just below the radio bracket almost to the BCM mounting location.

Note: For ease of locating this possible short remove the radio, HVAC control head, and the upper console trim panels and inspect for wiring/brace contact.

Second check for a short to ground in circuit # 339 (PNK) wire behind the driver's side air bag.

Condition
Some customers may comment that the instrument gages appear to be erratic/inaccurate or are inoperative.

This condition may be intermittent and occur over one or multiple ignition cycles, eventually resetting itself.

Cause
A software anomaly within the IPC allows the microprocessor to lose communication with the gage temporarily.

Correction
Do This
Reprogram the instrument panel cluster (IPC).

Don't Do This
Do not replace the instrument panel cluster (IPC).


A revised calibration has been developed to correct this condition. Technicians are to reprogram the instrument panel cluster (IPC) using SPS with the latest software available on TIS2WEB. Refer to the Service Programming System (SPS) procedures in SI. As always make sure your Tech 2® is updated with the latest software version.

Condition
Some customers may comment on the check engine light being illuminated.

A scan tool may reveal DTC P0171, P0300 or P1174 set as current or in history.

Cause
This condition may be caused by the plugging of one or more of the injector director plate orifices which results in a lean condition.

Correction
Important: This condition cannot be corrected by cleaning the injector(s).

Important: For Chevrolet and Pontiac vehicles, reprogramming must be done using the remote method.

For Saturn vehicles, reprogramming must be done using the pass-through method.


Follow the published diagnostics in SI for any DTC recorded.

Perform an injector balance test using the Active Fuel Injector Tester (AFIT), CH-47976. Refer to the Fuel Injector Diagnosis (w/CH47976) procedure in SI. If any injector is identified as having a lean condition, replace all four injectors with the revised injectors. After installing the new injectors, reprogram the ECM with updated calibration files using the TIS2WEB Service Programming System (SPS) application. There are two calibration part numbers that are valid for "Engine Operation". Select the part number with the description that reads for vehicles with second design injector. The injector has a dark blue overmold color for this repair.

Important: The fuel injectors must be replaced and the new calibration files must be installed to ensure a complete repair. Failure to perform both repairs will result in the customer returning with the same condition.

If a vehicle returns with the same condition after having this repair performed, the technician should first verify that the complete repair was performed before continuing with SI diagnostics.
