What is this part called?

I've been trying to find one of these to replace one that is broken. I don't know what it is called. Does someone know where I can purchase one? Or the part number?

Here are two photos.

TIA,

Ted

I am betting you had a "airbag deployment" accident. Those things break when the seatbelts are locked.

Thank you so much. I learned something new today and now I can find parts by myself. You have really helped me.
