lug nuts dont seem to stay tight

I was washing my hhr, noticed couldnt fun finger down in lug hole to clean it well, so checked lug nut and it was loose. Tightened it some, then checked others ...found they all were lose some and some would tighten then go cycle into lose feel again.
I actually called to set up service and guy answering phone couldnt even tell me whats up...set up oil change and going to talk to mechanic when I go.

Geeze can the wheel fall off?

Do you have plastic wheel covers? If yes, those nuts hold the the covers on, they screw onto the actual lug nuts.

The metal lug nuts are to be hand torqued, to 100 lbs.
