Well in many states all 96 or newer cars have to pass an obd2 test. It is a plug in test, no emissions test. If the OBD system checks ok, with no current codes or stored codes, the car passes. That HHR having a carb would not pass the obd2 since there is no info for the system to read.
But still a great conversion, A L99 out of a camaro or 6.0 from a truck with f body intake backed by a 6 speed would have been my choice. Government compliant, knock down 25 mpg, and hold on to your butt fast.

I'm sure glad we don't have to do that in Louisiana. The place I get inspected doesn't check ANYTHING! If there is something that is obviously not legal they just tell you "if you get stopped, you did it after you left"
