2.2 ecotech Obd2 will not read any codes

So I started having issues with my Obd2 and I replaced fuses several times. I have to run vehicle to set monitors yet every time I run it Obd2 Goes kaput on EVAP monitor. Does anyone think it can be the actual fuse box and it might be an actual short on the box itself?

Please rephrase; I don't understand.
If the code reader is not getting a connection at all (like your title states) then the cigar lighter fuse in the under hood fuse box is probably blown. Does the front cigar lighter have power?

Is this a HHR ? Doesn’t say make, model or year. Even his bio is blank.

Tighten the 4 , 7mm bolts in the under hood fuse box and push all the fuses and relays firmly into position.
