It would be off by 180 degrees you want TDC on the compression stroke, #1 cylinder. So if you have #1 piston at TDC , you have to time the camshafts accordingly, then install the phasers and timing chain.
been there , done that , bent 7 valves.

I don't know how I could be 180 out the cam gear only go on the cams one way and if they are supposed to time at 10 and 2 they should be in time.

I understand your question; there is no compression or exhaust stroke until the crank is connected to the cams.

I don't understand the statement about TDC on intake stroke. The crank doesn't determine which stroke is being applied. The cams determine what stroke the motor is on. With all the timing marks/links in the initial installed position, cams at 10 and 2, the crank gear dot lined up with the black link at about 5 o'clock, the motor should be in time. At least that's my understanding. I just do know why I have no compression. If I bent valves when was rotating the motor over to line up the timing marks, I didn't feel any contact and I don't see witness marks on the pistons. I'm going to pull the head next to check for damage, either rust and frozen ring or bent valves. I just don't what else to do. I have move forward.

If when the cams are right and the crank is on it's mark you are good. You are correct in that the cams determine compression or exhaust.

Rebuilt head

I had the head worked, all was good no bent valves but exhaust valves in number 3 where a little leaky. Can anyone tell me where this dowl goes? It roll from under the head when I sat it on the bench.

The head has a couple of these that are used to align the head for installation. You should have another that protrudes out of the head unless you lost that one. It goes into the head and into the deck.

There is still the two in in the block [much larger]​​​​​​. I need to check the intake this morning. It was already on the bench. It could be a spacer. I was a little anxious when I pulled the head because I didn't want to lose anything and l didn't see where it came from. I may have missed it when I sat the head down on top of it.
