Won't start
Since I 'm not exactly sure of the meaning of "timing chain tensioner froze up l drove home the car ran fine" means I am guessing that you did not get a new one to install the new chain. They usually come in the chain kit and are rather difficult to reset for use after you take them out.
I am not sure what Oldblue is thinking. If the key is at 12:00 AND all 3 of the marked links line up with the "arrows" it has to be timed right.
We have had a few instances lately of broken rockers. I don't know how that happens.
So now that is given; are we at does crank doesn't start?

I think 180 degrees out. but I’m thinking none VVT, from an issue with a friends 2006 2.2 non VVT.
You say cams 10 and 2 but are the chain links lined up? Are you sure the triangle is at 10 on the exhaust and the diamond on the intake.

Rocker arms don't just get tired and break. The camshaft lobes come up and push on the valves. If the valves cannot make the full stroke, things bend and break. I say this for future readers of this thread, it sounds like you already know this.
