Tuning

Is there software, preferably free, that will download the tune from the PCM for our cars and or burn the tune to the PCM? I can do this with my Camaro but wondered if the HHR, specifically 2009, had this capability, Is this what Trifecta does/did?

I've seen that post and posted to it. But that doesn't answer my question. Is there software available that I can copy my PCM to my laptop, modify it, and burn it back to the PCM.
