Relocate steering wheel
I guess it all depends on the driver. I'm 5'10, about 185 average build and sit very comfortably in the HHR. Plenty of headroom etc. I've had people as tall as 6'4 in it and the stated how comfortable they were (not driving of course).
Your resale values must be bad in your area. Mine may have lost 30-40% of what I paid for it according to KBB after 3 years, but I would never trade it in anyway. You always lose money on a trade in.

Tilt/telescopic steering column
I have the same issue, I'm 6'0 and slimish build. I have my legs where they are somewhat comfortable and the top of my thighs are as parallel to the floor as I can get, my right knee does rest against the front of the instrument panel, and my back is not straight up and down but a slight back at an angle. For my lower back I use a $10 lumbar support I found at Wal-Mart. I would like my arms to be a little closer to me and then I can move my seat back a smidge too. I like to drive with my left hand on the wheel and put my right arm on the arm rest. I'll have to see if positioning my hands at 8 and 4 is sufficient for my 2 hour daily commute.

And others maybe with judicial swapping it can be done, however your insurance co. And the police will not be impressed if the steeeing fails or you happen to have an accident, this would be a great pick to hang you out to dry!!!
