So your saying slit the decal along the TOP edge, every inch from each end? what size 'slits' ?

where windshield decal is installed on inside or outside?

Outside.

I'm thinking to put one on my HHR but a want to know, because also want to put tint paper on glass,

so installed on outside,

and inside tint windshiled...
