Any difference in struts with a 2LT rental HHR?
It's completely plausible that the rental car had different from standard, because it was a fleet order, even if it carried the FE3 RPO. GM could accommodate if they wanted something different. In that case it might carry yet another RPO code that no one ever heard of.

Most "fleet" orders deleted remote start and instead of packages mix & match options, like some option that a consumer could only get in a package on a LT came on LS without the other bits of the package. Like sunroof on a LS or FE1 on a LT or pin-stripes on a LS or cheap wheel covers on LT.
Both of my LTs had FE1 and cheap wheel covers and no RVS. The sales weasel claimed the wheel covers were "mags" and worth the $650 premium.
