No, both the 25956915 & 25956916 show as being available on many online GM parts sites.

I did find a ton of info on the LS/LT outer tie rod end on the Dorman Products site:

So this is why GM did this:
Chevy engineers point to the revised roll-center height, new steering knuckles, and different antiroll-bar mounting points, which they claim help exorcise the front-wheel-drive demons. When pulling out of slow, tight corners, torque steer never raised its squirmy head on dry pavement. We also took a turn in the 235-hp car in the rain, during which we did feel tugging at the wheel, but the car didn't dart off in all directions. In all, it was a commendable performance.


Steering wheel: HHR SS has a smaller-diameter steering wheel that complements a quicker-acting, more precise steering system.
Steering ratio: 14.8:1 (variable)

The LS / LT steering ratio = 18.5:1

Just don't assume the parts peddlers listings for SS are correct. But you already knew that.

I thought ZZP had some. Should be the same as 2008-2010 Cobalt SS.

So anybody want to measure their SS tie rod ? It’s easy enough to look at online information but we know that can bite you in the butt! One member here had issues with his intermediate steering shaft, seems the online Mumbo jumbo was incorrect. So I try to get confirmation from members here. As the last SS rolled off the line about 15 years ago we can’t trust suppliers info on internet sites.
