just bought a raizin stabilizer to increase electric efficiency in my hhr 2011 as the battery is in the cargo area .....Can anybody tell me if it is better to install and gound under the hood usong the battery terminal or .....?

Why not follow the instuctions that were included with it? It's pretty clear.

Honestly that gadget is just an electronic version of "snake oil", get your money back and don't risk damaging your HHR's electrical system.

If the OP installs this, there could be an issue with any GM warranty work.
