Need help getting EBCM working after body swap

I did a body swap on an 08 HHR, turning it into an 09 HHR (swapped everything you can imagine & some things you can't) Everything is working fine except the EBCM. The EBCM is throwing a C0551 (Option Configuration Error VIN Not Programmed). I"ve got a Tech2 so I can clear the DTC and then the traction control/stability/abs work fine. But after I shut the car off, the code comes right back & traction control/ABS stops working. Is there any way to reprogram the VIN? I'm assuming it must have lost its memory when it was unplugged during the swapping process.

Did you replace the ECM & BCM?
It tells you what to do. "VIN not programmed". You need to go into the SPS menu. Just like if you replaced the SDM.

Might need to do the yaw sensor and the steering angle sensor.

Yes, I moved everything...all modules are 09. I already calibrated the steering angle sensor, & I moved the yaw sensor over (it's the one under the passenger seat IIRC).

Is the SPS menu the one that needs the connection to a laptop with Tis2000? I wasn't able to get security access or something the last time I tried setting that up (about 2 years ago I tried to reprogram an ECM). Do you know if a USB security dongle is required? I've already got the USB - serial cable & the laptop still has Tis2000.

I don't own a Tech2. I do think that web access is needed, you need to pay for a daily subscription. As far as I know Service Programming System is on the main menu. My Service Manual assumes the technician has training on the Tech2 so it doesn't go into particulars.
