I don't post very often but I read...
Here is the story of my wife's HHR:
Last August the car would NOT start. I did some exploration and gave up. The car had just rolled over 100,000Km which I thought wasn't bad. Sent to a mechanic and he discovered 6 of the 8 rocker arms were snapped!!! Bought a 60,000km used engine and had it installed for about $6,000 CDN. This past April I changed the oil and reset the computer. I accidently somehow switched to Miles so I went in to switch back to KMs. The car would not start, key couldn't be pulled, shifter wouldn't budge. Battery was fine. Read on here about "policy" 14632 and sent the car to the dealer on April 22nd. After 2-3 days they confirmed I was correct and went on to order the part #20820710. They apparently checked all of NA and only found one in Texas that the dealer wanted about $500 CDN but GM Canada would only allow $150! Latest up-date is that my wife is "priority #1" when the part is finally made or found!!!!!
I found used part in PEI for $400. I was wondering if I got the car back from the Stealership if there is a work around to fix the problem? My son is a Mechatronics and Robotics tech and we wondered if he source the electronic part that is buggered could he replace the buggered part? We're coming up on TWO MONTHS with this BS. The "policy" is to last another 18 months and i don't want to wait that long!
(And the first problem was a seized brake caliliper!)
Any insights?

If the engine was swapped the fuse box was moved, so that opens a whole can of worms, wrong wire locations, fuse box halves not connected properly, also loose or broken ground wires then there’s the ECM being installed incorrectly, bent pins, other issues that need to be closely inspected.
When testing the static charge of a battery it is a good idea to cross the posts ( scratch the post like lighting a match) with a 20 gauge or smaller wire to remove surface charge. You may find your battery tests at well under where it started.
Wow! I didn't realize I was going to be "blue penciled"... LOL. I made the corrections as I'm a semi retired teacher and take my spelling, grammar, etc. seriously. Anyway back to the drama.
The car was running quite well before this anti theft BS. The battery is indeed more than fine actually, I read about "policy" 14632 on this forum so that is what I quoted (Not a warranty or recall and stealer confirmed.). Also I provided the required p/n (20820710).
So re-read the original post carefully and if you have any insight reply ASAP, thank you!

I have no idea just how rocker arms could break. But, of course the engine would not start.
20820710 is the shifter assembly,
14632 is an extended warranty in the shifter assembly It is good for 15 years from the date the car was first titled. It specifies "at no charge to the customer", so cost of the part is irrelevant.
Here is a pdf of the TSB: SB-10081081-0335.pdf
I fixed mine with a spritz of WD40 on the actuator. The grease had hardened.
I have no idea just how rocker arms could break. But, of course the engine would not start.
