Hey Don.
I haven't "mapped" out the schematic on this but that 2nd fuse may have something to do with the RAP relay since it is tied in with the PW circuit.
Mind you, I'm just guessing.

Correct, #17 is sometimes(some years) labeled as RAP power windows.
