If it is like other GM ECM's, it will not only need the VIN loaded, but also be remarried to the other modules. Mostly, this would be done at a dealer, but TECH 2 time is costly. There are independent mechanics who have TECH 2's or other high end scanners that would be able to do it for you without the high cost. In Cleveland, there is a locksmith who diversified into VATS programming for auto keys, and now has all the factory scan tools to do a lot of stuff that was previously "dealer only." I suspect he's not the only enterprising individual in Ohio.
You need a 06 PCM, since every other year PCM is different. Most places will program it to your VIN for you.
HPTuners and EFI Live will be no help since your have an 06. If it was a different year they can mod / correct the VIN.

Define most places, as in a dealer or a auto parts store?
