Did anyone try tightening the bolts inside the underhood fuse block? Pretty unusual for an ECM to fail.

Any codes? What evidence of a bad ECM? The ECM does not control the I/P. Any data from the ECM goes to the BCM then to the I/P.

You are wasting time and money. Tell that mechanic that you will pay him if the PCM fixes it. He will not do it.
You may have a cluster problem but I like testing rather than guessing.

My general rule of thumb is any mechanic that thinks "replace the computer" is a waste of time and money. Especially with no evidence.

Who tightened the bolts in the fuse box? How tight? Did all of the tabs click in to their slots? Did anyone check all of the connectors and pins in them?
