Actually, you don't need to start the engine to enter the personization menu; just turn the key to the on position. That could be why you discovered the 'obstacle'. I'm not sure about the HHR but in my GTO, you can access more items in the personalization menu with the engine off than you can with the engine running.
More would be great to reconfigure the radio.
If I understand correctly, in America you are using only the odd frequencies. In Russia, we use all the frequencies - even and odd. Thus, many radio stations are not available to me.
Not that I like to listen to the radio, most radio stations broadcast crap. But 3 - 4 good stations, I now hear very rarely, only when the took away car of my wife.

I'm glad you were able to change it for you geg. Hopefully now much better.
I think if you turn the tune dial versus the seek button, it will take you thru the even number frequencies. I would try it for you but I no longer have the radio and perhaps nothing of the ole car.

A good radio shop can do a procedure called "Down Converting" for you geg, the radio in the HHR is capable of tuning into the European frequency ranges once it is converted. The problem you are having is due to the frequency allocations used in the European OIRT standards which apply to both Medium Wave (MW) and Long Wave (LW) transmissions. Also radio stations in Russia are still broadcasting on the old Soviet frequency ranges of 68.5-74 MHz which can only be received on a radio that has been "Down Converted".
