OBD Plug not working, No Power

Hey everyone, my OBD Plug in is not working, No Power to it?
What is the fix for this?
It failed smog because of this.

Fuse #29. Powers the cigarette lighter and the OBD port power.

I will check that, the cig port is not working either, my phone charger is plugged into that.
