Is the HHR the toad or the towing? I don't know why you would need to run wires all over the place. The tail light wiring is easily accessible either in the rear or at the BCM. And, as I pointed out earlier there are wireless options that cost less than wire; might need to add a layer of tin foil to your hat.

Why do you want to run wires to the tail lights? All of the wires are available at the BCM. And the wireless options.
