There may be a sticker inside the fuel door. The original said 'premium fuel recommended' or something to that effect. With the upgrade, the new sticker would say 'premium fuel required'.
The TMAP sensors would have been upgraded to Bosch units. There is one on the intake manifold and one on the lower charge pipe. The Bosch units are blue.
If you're on the stock tune, you should get around 14-15 PSI of boost. 19-20 PSI with the upgrade.

A GM dealer has to install and reflash. From what I understand, it's hit or miss finding a dealer to install. The Dealer may be able to get the parts also.
There are other options. I hear Trifecta is a good tune, but getting support can take a very long time. If you are willing to educate yourself, I understand HPTuner is a great system. You may need the above parts for these tunes also.
There are many here that have a tune, and can give you further advice. You can also learn more by using the search window at the top of the page, and over at the cobalt forums CobaltSS.net - The Chevrolet Cobalt SS Forum

Fwiw. The GMTU, Stage 1 is way out of date. The HHR SS hasn't been made in 7 years. Most dealers don't have Techs anymore that are familiar with the upgrade.
Last time I checked the dealer price for the kit it was still over $700 ! Install would run another $200 or so IF you could find a dealer to do it. And chances are, the dealer would get you the old style kit with the crimp connectors. You don't want that old style. There is a newer version kit with plug-in connectors.
The only reason most folks went with the Stage 1 is because it would keep the vehicle drivetrain warranty intact.
Since all the SS's are out of the factory warranty, your best bet would be to get an aftermarket tune.
