My '09 SS has the boost gauge on the A-pillar. This one in the picture has the top dash gauge. What determines the difference/

Simple. The ones with the optional RPD unit on the dash didn't get the pillar gauge. The RPD was an option in 09 so not all SS's had one.

All 2010's had the RPD so there was no pillar gauge. ( I have both since I added on the pillar gauge myself)

RPD had more display options (beyond just boost), but I loved the A-pillar gauge myself. It was in the "right" spot.
