HHR Fuel Door removal

Do i have to pull off the wheel well covers or at least pry them back a little to access the fuel door for removal?

I wanted to pull it off to paint it to see how well the paint I got would work out. In the end I just decided to tape it off.

Mine's all dented up, from a collision long before my time as owner. I'll be removing two, one on my car, and another from a bone-yard contributor
Next, I'll have to identify and order/purchase some of the appropriate pop-rivets.
