Just looked again at the pictures again. Is there anyway to take a close up picture of the inspection sticker ?
Taking the number off it might help if you talk to DMV in your area.
Just a thought.

It's been around 40 years since I had to deal with inspection stickers, but IIRC the writing is on the inside or back side of the sticker.

The OP is in Florida and they do not have vehicle inspections or emission tests. If that truck is in Florida and the sticker is for an inspection, it didn't come from the state of Florida.
It may be something like a military base pass sticker.

Hi all, been busy dealing with 2 other vehicles (not the HHR) so havent had much time to devote to this.
I didnt even notice an inspection sticker until pointed out, Ill see if I can get a better view, and although we do not have inspections any longer in FL, we did used to as I remember going with my dad back in the 70's to get a new car inspected. but at this point, anything might work lol
if I can locate the owner, or if it is considered abandoned, which is an entirely different ballgame, it would only be the beginning

Yep Fla did have inspection in the 70's. Then did away w/them, In late 80's they tried emissions testing, then dropped that as well.
