Did you check on the recall? (link in my sig).
The "EVAP code" is the vent circuit is fried. That is behind the gas tank, you may have fried it or the fuse for it. If it was on before the valve might be bad.
The arc would not mess with the key. The PK3 part was already screwed up. Are you sure you have a good title? Sounds a lot like a stolen car.
Somebody replaced the ignition switch from a junkyard and diddled to make it work instead of doing it right.
I might try doing the new key procedure in your Owner Manual (link in my sig) assuming the door key is the original and your ignition key is the new one.
A GM dealer parts department or a locksmith can match a key to your VIN.

Try this procedure that fixed the issue that sometimes when you jump start a GM it triggers the security system.
Step 1: Insert key and turn to on. (Not start) The security warning light will be on. Leave in this condition for 10 min, or untill light goes out.
Turn key off
Step 2: Turn to on (not start) the security warning light will be on. Leave in this condition for 10 min or untill light goes out.
Turn Key off
Step 3: Turn to on (not start) the security warning light will be on. Leave in this condition for 10 min or untill the light goes out.
Turn Key off
Step 4: Car will start!!!!!!

I've tired that relearn but the security light never stops flashing. It just hate to buy a key and get it programmed and that not be the problem. I don't have a fob so i did think about getting one of those and programmed to see if it would lock unlock doors and turn alarm on off. Am i correct in think that if the fob works then the security system is ok and that would narrow it down to being the key?

Somebody in MEXICO defeated all of the anti-theft features. I wonder why? Certainly not because cars don't get stolen there. Maybe someone tried the old screwdriver in the key hole trick. Could be the door was replaced.
Look at pages 2-18 - 2-19 in the 2006 Owner Manual for relearn and 2-16 - 2-18 about PassKey3.
A. go to a GM dealer parts department or a locksmith and compare your keys to the one for your VIN. That will prove which has been replaced.
B. I suspect the reason the hidden lever was tied is because the dummy that replaced the key cylinder couldn't find the pages in the Owner Manual either.
That is the security problem.
The other things are probably because of blown fuses in the under hood fuse box.
We have been assuming that all of the jump starting has been done according to the directions in the Owner Manual. Starting on page 5-33. If not, more damage may have occurred.
I just thought; maybe you could hold the door key on the ignition key slot while using your ignition key,. that might fix the security for a while.
