What part of "the anti-theft system is shutting the fuel pump off" is confusing? You don't need a scan tool to tell that, there is a code.
A rapidly flashing security light means the anti-theft system is activated, the P0230 tells us that the fuel pump is shut off.
All of that and the car has been screwed with by some Mexican car genius. We know that the computer thinks the car is stolen and is defending itself. What more can a scan tool tell us?
Somehow it is much easier to disable systems than to read an Owner Manual. Put some black tape over the CEL instead of buying a gas cap. Buy a new transmission because of hard shifting, when you have been ignoring the P0102.

does your key have a little square box with a plus sign (+) in it?
I've had it on a hand held scan tool. Idoesn't say anything about security system it could be the scanner isn't equipped for it. I dont have money to just take it to a shop.
It is the relay CONTROLS SIGNAL. Nothing to do with the pump.
The article is not correct for the HHR. It might be right for other cars. He thinks the ECM sends a ground signal to the relay, the HHR ECM sends
12 volts.
It is mentioned because the code pertains to the signal from the ECM to the relay, not from the relay to the pump. The only ground involved is the fuse box ground, if anything else works the ground is good.
The car ran for months. It's at least plausible that a problem with the fuel pump relay or a wire to it caused repeated failed starts, running down the battery. Couldn't hurt to charge the battery and check the fuel pump relay.
Could you post a picture of your two keys? Maybe even post the VIN, if it doesn't make you nervous. (People get paranoid about this, but anyone can walk up to your car and read it.)
