Is it possible that the starter is improperly wired? It had power before the new one was installed.

The starter smoked, so there could be something mechanical that keeps it from turning.

Someone else had water damage from the 2006 failed butyl patch that supposedly ruined the BCM.

But the suggestions of bad battery voltage or loose fuse block bolts are very possible.

Well I am not all that great at following a wiring diagram is there anybody on here that is willing to look at the wiring diagram for this vehicle and let me know where to check for voltage. I have checked at the starter relay and I do not get 12v to activate the relay. But when I jump across the relay the starter engages. And when I turn the key I do have 12v on the yellow wire. Now where that yellow wire is sending that voltage I do not know. Can anyone explain please.

The problem is NOT in the ignition switch; put it back together and stop messing with it. The #! thing to do is pretend to be a giant gorilla and tighten those 4 bolts inside the underhood fuse box; probably a good idea to disassemble it and inspect the contacts, then tighten until it clicks a few times.
Only 2 wires on the ignition switch matter for the starter; the wht/blk and the wht. wht/blk is 5v ref and wht is run/crank

Post whatever diagram you are using, then I can have a look. I don't know which yellow wire you mean. You might mean the one that comes from the park/neutral switch on the trans; it supplies 12 v to the crank relay. Or, the one from the ECM that controls the ground side of the same relay.

here is a pdf of the diagram I'm looking at:

I posted the diagram in post #15. It is the same one you just posted. I have checked for 5v at the white/black wire. There is no 5 volts. I will check the bolts on the fuse box like you suggested. The car is not at my house. But any suggestions will help me when I do get to the vehicle. Thank you.
