Is the run/crank relay functioning? I think 5v ref comes from the ECM which is not powered until the run/crank relay energizes. Which then brings the PNP into question.

Has the butyl patch been addressed on this car? Look under the windshield cowl on the passenger side, if there is a gaping hole there it needs to be sealed and the BCM and blower/resistor are in question from water damage. To calm any other reader; this advice applies to 2006 models ONLY.

Only 2 wires on the ignition switch matter for the starter; the wht/blk and the wht. wht/blk is 5v ref and wht is run/crank

Post whatever diagram you are using, then I can have a look. I don't know which yellow wire you mean. You might mean the one that comes from the park/neutral switch on the trans; it supplies 12 v to the crank relay. Or, the one from the ECM that controls the ground side of the same relay.

here is a pdf of the diagram I'm looking at:

Attachment 49448
so I have tested the wire through the pnp switch to the relay and the the dark green wire that runs to the ecm. I have power on the green wire at the ecm. Is there a way to test the 2 brown communication wires from the ecm to the bcm without a oscilloscope. I'm not sure the 2 modules are communicating.

If they are not communicating there would be a code.

The computer network is a daisy chain kind of thing; if one module drops out every module after it goes dark.

Re re check the BCM fuses #8 and #10, Check both sides of them for voltage.
However, I believe the problem lives inside the under hood fuse box or shorted wires.

I also noticed there's no voltage at the 10 amp fuses for the high and low beams. There's about 4 or 5 10 amp fuses in that one spot and none of them have power

What would be a good scan tool that would help me diagnose this problem easier if there is one

I don't see that you have tightened the bolts yet.
