California doesn't require the CARB certification anymore. As long as all the monitors are complete, good to go!

Now if you can't pass for whatever reason, and have to go to a referee, I don't know what happens then, if you don't have the cert.

You better check with the "authorities", from the information I found NY requires CARB on your year. The 2 states that are NOT in the 48 state spec are California and NY.
Just what the interwebs say, probably wrong. $1382 is the cheapest I see.

Or get a cheap one, and use it until your smog check is due. That would give you some time to get the new flex installed on your old pipe. This is under $300. Although I don't see a bung for the upstream O2 sensor. They have a flex section for sale separately also.

my car onpt has one oxygen sensor after the cat

Colorado also has the strict rules like CA and NYC.

Wonder what the difference is with the cats.
