Hydrolock is not a concern. You don't just spray the TB; engine off spray then wipe with a lint free cloth. The cleaner is a solvent.
The thing to worry about is stripping the plastic gears inside the TB by forcing the butterfly.

Read your stored ethanol %.
GM issued at least one TSB on P0455 and it's a long list of possible leak location in the evap system. The most common causes in my experience are a corrosion perforation in the evap line over the rear axle, and a faulty purge valve which is under the hood. An intermittent PO455 (big leak) without P0442 (small leak) suggests an intermittent malfunction in one of the solenoids, either the purge valve under the hood or the vent valve by the gas tank. The former is much easier to fix, in case you start throwing parts at it later.
Evap system leaks, among other issues, are a suspected contributing cause of faulty stored ethanol % values. (That's a different TSB.)
