Sounds normal to me; is this new behavior?

The fan doesn't turn on until about 219F. 190F is about normal for cruising.

Engine, trans, miles(Kms). Is this new behavior, if not, what preceded it?

Sounds just a tic high. When was the DexCool last changed?Even in an open system, 210* is not boiling; with the pressure, it's nowhere near boiling.

Year?
Engine?
Last coolant change?
What coolant was used?
Last thermostat change?
What stat was installed?
Was all the air burped out of the system?

All seem odd questions, however the HHR would be at least 6 years old , and so is past due for the coolant change.
These trucklets are designed for Dexcool 50/50 mixed with distilled water and the AC Delco thermostat.

OK, so if original, your coolant is right around 8 years old. DexCool has a maximum service life of 5 years. It's doing an adequate job at cooling/freeze protection, but the rust inhibitors are used up, and your engine may be starting to corrode on the inside, which also damages the coolant.

Time for a flush and a new ACDelco 131-158 thermostat. GM P/N 12622410

If you cheap out on the thermostat, you will probably have issues.
