Year and model would help.
Regular HHR's and SS's have different cooling fan circuitry, so it could be different things wrong based on what car you have.
Mods. Could we get this moved to the correct forum section ?

Check the fuse box ensure the halves are tight, check the relays and fuses, ensure they are pressed in tight, check the ground wires clean and tight.
How is your thermostat, it could be stuck open so the sensor for the fan never sees 217degrees

What do you think is "hot"?
Over 180F is normal, the fan should turn on at 219F. Hot is over 220F.
Without a t-stat Your AC probably doesn't run. I bet that you failed to mention a CheckEngineLight.
