Not sure Don. If they somehow reversed the battery cables, then the main hot wire would now be a ground at the starter. Can't see how the OP's car would be turning over if there's no + connection at the starter motor with reversed cables.
Got to be a dead short between the + and - somewhere.

Ok I unhooked wire harness and all grounds to motor... still pulling voltage from motor to frame. And its surges .2v to 2v. I'm at a loss of what can be throwing voltage to it now.

 

Are you going to do anything we asked about? How can you remove grounds to the motor; which motor?

 

Just turning over it will NOT start the engine it just keeps trying

 

Ok, so the starter runs all the time. Sounds like a bad starter or a bad relay.
