Does anyone know… Blower Resistor?

Would anyone happen to know if a bad blower resistor would cause the blower not to work at all? I took a look at my cabin filter and it was terrible and black. This is on a 2006 LT and do not want to dump money on the resistor if the blower is bad. There has not been a leak in the car since 07 and everything worked fine since then, until today! When I repaired it, I sealed it with black rtv silicone and heavy duty duct tape so I know there are no leaks from the bulty patch.

Usually when the resistor goes bad, the blower will still work on HIGH speed only. The slower speeds would be INOP.

The cabin filters are dark colored unless they have been replaced by the non charcoal filter that is cheaper and white.
