Thanks everyone for all the help. I found the relay last night and it seemed a little loose. I re-seated it and today my CC seemed to work without any problems but I did not drive far. This weekend I will have an opportunity to take my HHR on the highway for a bit of a spin. Will see what happens when CC is engaged. Fingers crossed!!
Will post what happens or doesn't as the case may be.

Thanks again!

Ran the car with no CC issues for about 20 or so minutes and then CC spontaneously disengaged and also whilst re-positioning myself in the seat and if I pressed down on the left "foot rest" area of the driver's side floor pan. Due to this, I am of a mind that the issue is with the wiring harness.
Again thanks for all of the suggestions of what/where the problem could be. Very helpful to me!

Under the carpet! What fun in this heat! But CC is a nice option so it has to be done.

Is it possible the wrong bulb was used for replacement? Is it possible the brake lights are staying on intermittently, for any number of reasons like the brake pedal not fully returning every time, due to a missing or inadequate spring or some other reason like stickiness, or that the switch is sticking?

Never got a straight answer. I tried. For some reason phantom heat is a better explanation than a light stuck on.

Maybe the relay needs to be replaced altogether

Now that’s a possibility.

But nobody ever followed the car or stood behind it. I'm not clear on how a loose wire would cause the light to be on.
