no power to ecm/tcm

no power to ecm/tcm

I have a 2011 HHR with the 2.2l motor. motor blew up so purchaced a replacement and had a mechanic replace it for me. long story short now it wont crank. I have checked and the ecm fuse is not getting power in the fuse panel. not sure where it comes from but would love some info on where to check. my guess is the mechanic shorted something or hit a wire. fuse box and wire harness was both replaced by my mechanic trying to fix it.

There are 2 ECM/TCM fuses, #25 on the BCM and #43 underhood. And a relay.
The other possibility is a sloppy mechanic can manage to touch the ECM and/or TCM with the batt cable; that will fry the computers since the case is ground.

Perhaps he connected the electric power steering wire incorrectly and mixed it up with the ignition switch to starter wire,

I checked and the fuse at the bcm for the ecm is good and has power going across it.. what I would like to know is what causes the ecm to power up. or at least in the fuse panel under the hood. I believe the ecm and tcm are never getting power which is keeping me from starting and also keeping my code scanner from connecting.

The relay causes them to power up. The cig lighter fuse (#29 under hood) powers the OBD port.
