Oil In the spark plug cylinder

2/4 of my spark plug tubes are full of oil. would this cause the car not to start ?

changed all spark plugs, still not starting. the fuel pump fuse is blown but i just changed it. what
could be the cause?

Trace the wires for the fuel pump, see if there's any damage.

If the fuse blew the mechanic did something wrong.

The fuse blew before the repair, and now again after the repair. So the problem still exists, the mechanic didn't diagnose correctly, take it back. He shouldn't have charged you for the fuel pump work.

Update

So the fuel pump that was put in was for a newer model and was bigger than my original one. Which was why the fuse kept blowing out, i had to put in a larger amp fuse. I put in a 25 instead of a 15 and it seems to be working fine for now. Thanks for all your help.
