From what I can tell from this pic from the TSB it is just near the starter with a tube a TEE in the vac line.

Like I said there are photos of the install in the TSB.

I am making a wild guess that the motor has fried causing a voltage drain while it is trying to do it's job, then when the cut-off happens the dash lights go back to normal.

Most likely can't clearly see the pump from above.

It mounts somewhere close to here(yellow X's) where I added my charge pipe brace.
Disregard the red circle.
I agree, looking at drummerboy's thread, looks to be between the starter and the AC compressor. Just pulled up onto the ramps to try to determine where it would be if I had one. Probably very difficult to spot from above.

But Geeze, you could follow the hose that runs between the brake booster and the intake manifold. If there is a Tee in the hose, about 10" from the intake manifold, then you have the pump. Right about where I put a Tee for my catch can system, here(right side of pic, white Tee).

That too. Although I just read a thread here a couple days ago, where the dealer installed the pump, but never put the relay and fuse in, because they couldn't get the programming to make it all work...

Of course, this was in a manual trans car

So yeah, the fuse and relay would be there if it was installed in this here case. Relay #24 and fuse #8, not sure if you already posted that.

Your free solution is to sit in the car for a couple minutes between starting the car and putting your foot on the brake pedal. That will give the vacuum time to build up.

It is amazing that the mere mention of the word "TSB" can turn service writers into A holes. I have experienced it a few times.
