I have a 2007 hhr with 215000kms on it and I drive it almost 200kms a day to and from work. The power steering has stopped working but I muscle it around on slow cornering.
Can the power steering motor be replaced without taking the rack out?

There is an extended warranty on the Electronic Power Steering. Some years and models have a recall. All owner's of record have been sent a letter explaining the warranty. Call your local GM
service department.
